I Have a Crush on This Girl. What Are the Next Steps?

I am a college freshman, and I have a crush on this girl I met at Ballroom Dancing Club practices. We have danced and talked only twice, but I know she is the girl I want; she is not certainly one of the hottest girls you can find at my school, but she has a beautiful smile, is intellectual, and is very nice. I think I am really into this girl, and i would like to ask her out sometime next week or the week after. I am Asian, and the fact that most white girls don’t consider asian dudes to be datable kinda makes me lose my confidence. However, I am willing to ask her out before it’s too late. I wanna do it properly at the proper time so that I can maximize my chance of getting hooked up with her. When is the best time of asking her out, and what I should I be doing until the time comes?
